1. download and install xampp
2. download wordpress.zip from official website
3. go to the directory you installed xampp
4. go to 'htdocs' folder , for example : C:\xampp\htdocs
5. Create a folder and extract the downloaded wordpress zip file into it 
or Delete all the the existing Folders and files and extract the wordpress zip file in htdocs folder
6. open xampp-control.exe in C:\xampp\ folder and Start Apache and MySQL
7. click on Admin infront of MySQL and Create a New Database
8. Enter "127.0.0.1" in browser url section and and hit enter
9. install wordpress
